Meaning
Why つつある is the odd one out
つつ and ながら are register twins. Both attach to the ます-stem and both mean two things happening at once. つつ belongs to writing; ながら to speech. Swapping them is a register slip, not a meaning error.
つつある describes a change mid-flight.状況は改善しつつある — the situation is improving, right now, not yet improved. It is closest to English "is becoming," and it has nothing to do with doing two things at once.
つつある commonly describes a developing change.変わりつつある, 増えつつある, and 回復しつつある are natural. 食べつつある is unusual for ordinary eating; use 食べている for “in the middle of eating.”
Adding も can express concession.悪いと知りつつも、やめられない means continuing despite knowing it is wrong. ながらも can convey a similar contrast, though the two are not interchangeable in every sentence.

Treating つつある as a variant of つつ
They are different patterns. 聞きつつ is while listening; 改善しつつある is in the middle of improving. Adding ある changes the meaning completely.
Putting an activity verb in つつある
食べつつある is unusual for ordinary eating. つつある is especially common with developing changes such as 変わる, 増える, and 回復する. Use 食べている for everyday ongoing eating.
Saying つつ out loud
It is grammatical and it sounds like reading a report aloud. In conversation ながら is the form; keep つつ for what you write.
Using ながら for two unrelated subjects
Both halves must share a subject. 私が音楽を聞きながら、彼が料理した does not work — for two different people, use 間に.
